The Right to Public Services Act, 2011



 
  So its Bihar which bloomed out silently when the whole nation glued to their television screens watching the Anna Hazare movement gain momentum. But it was one man who proved himself again that the growth of the nation is not in just the ideas and thoughts but in the execution of it. Yes CM Nitish Kumar has brought out his brainchild and began to nurture it in his own way, Right to Public Services Act 2011 which came into force starting August 15, 2011.  This act was envisioned and drafted as a major anti-corruption tool; this was passed without a debate in March 2011. This can be termed as 'yet another revolutionary step' in Bihar's journey towards becoming a corruption- Free State, the law renders a penal action against officials who fail to deliver within stipulated time frame. Bihar is the 2nd state after Madhya Pradesh to enact such law.
          This act is aimed at playing crucial role in curbing corruption in the lower bureaucracy, apart from this the act is   meant to provide genuine service to the people residing in the small towns of the state who is unaware of the law. The Act proves itself unique from the one in Madhya Pradesh by its set of rules and certainty of the services required by the people. This act covers 50 services provided by the 10 departments of Health, transport , Education, Food and Civil Supplies, Registration and Social Welfare. The stipulated delivery time of the service sought is variable from 7 days to 30 days with a provision of right to appeal in case of delays.
The govt has also decided to go on air by implementing RTPSA online. Bihar prashanik Sudhir Mission (BPSM) a joint venture of England's department for International development and the govt of Bihar. 
This is an example set by CM Nitish Kumar for all the other states and its authorities that in order to breathe good air we need to clean up the gutter in front of our houses. For a state like Karnataka, the one who's at the power are themselves busy at filling up the Bail forms, how can we even seldom except some public service from them. If its spoken in large scale ,this Act can be included in as a civic right in the Indian constitution which makes it mandatory to every official to abide under the law.      
 However it doesn't affect Bihar's up-hilling status, the move has already created quite a flutter in the power corridors of Bihar. Just a hope that some day by effective reforms monitored legitimately, we could see our nations name in the list of developed countries.
